If you only need Oxygen, then you can use a Gas-Burning Generator to burn the Hydrogen for a 100% return on power put it (Oxygen is free). This also happens to be why the Electrolytic Separator is the only machine to not get the efficiency boost from using Energy Upgrades.. If you need Hydrogen, then you actually do need to supply that much power (form any source).

If this is the case you could either reduce the amount of speed upgrades in the machine, or use an intermediate buffer and setting up a redstone circuit that would detect when the tank is below a certain treshold and activate the separator, up until it gets full, when the circuit would detect the state of the tank and deactivate the separator.

If not, and you have just speed, that’ll do it. Also, depending on which machine they’re pumping into, use the “gas” upgrade in that machine. It will upgrade the efficiency. Should use less of said gas that way, so the separator will not have to work as hard. Something's wrong there.
And since an Electrolytic Separator is not that much more expensive than a speed+energy upgrade card, it really doesn't make sense to consume 100x power (operate them at 10% efficiency). Difference in material between upgrading 1 separator vs building 9 more (10x speed either way)
There is an issue that happens with multiple electrolytic separators where they start eating all of the power and not giving more gas. Try breaking them all and putting one at a time back down and turning it on, that has usually fixed it for me. I actually had this problem last night.
